A riot at Western Australia's only juvenile detention centre was inevitable and largely sparked by staff shortage-related lockdowns, the state's prisons inspector has concluded. In a report tabled in parliament on Wednesday, Inspector of Custodial Services Neil Morgan said there were clear risks associated with cramming in young offenders from the Rangeview juvenile remand centre at Banksia Hill late last year.
