A riot at Western Australia's only juvenile detention centre was inevitable and largely sparked by staff shortage-related lockdowns, the state's prisons inspector has concluded.
In a report tabled in parliament on Wednesday, Inspector of Custodial Services Neil Morgan said there were clear risks associated with cramming in young offenders from the Rangeview juvenile remand centre at Banksia Hill late last year.

and are very likely to act out their frustrations.Those risks were realised on January 20, when the teen detainees went on a rampage, trashing 108 of 240 cells and incurring about $400,000 damage.
