Reform consultation meeting update, 21 January 2014

WA Police Reform Team have advised CPSU/CSA that Phase 1 has been completed and is now proceeding to implementation stage. The affected group in Phase 1 involves mostly Corporate and Business Support areas, with an advice provided by the Reform Team that 5.7 FTE will be lost from the 1800 employees in this area. The majority of employees in this area will experience some form of change; however, Reform Team were unable to provide any further detail as this proposal is subject to government approval.

We have brought to the attention of the Reform Team, concerns of some members who have already been advised that their positions had been made redundant. WA Police Reform Team have advised that it was premature for managers to be advising employees of specific positions being made redundant as the implementation process and government approval is still under way. The Reform Team have acknowledged the need for clear and timely communication and have committed to further discussing this issue with the managers and sending out additional broadcast to all staff to clarify this matter.

WA Police Reform Team have advised us that any affected employees will be subject to redeployment process, in line with Public Sector guidelines. While the union has been ensured that every effort will be made to redeploy staff, the reality is that this may not be possible in all areas. Members need to keep in mind that the government currently has a bill going through parliament to introduce the ability to affect forced redundancies. Although there has been no suggestion of forced redundancies being used by WA Police under the current Reform process, this legislation should be of concern to all members.

WA Police currently have 160 substantive positions (approximately) vacant due to a freeze on all external advertising during this process. WA Police Reform Team have agreed to provide the CPSU/CSA with a list of these positions and have made a commitment to fairly assessing those positions during the Reform process and filling vacancies wherever possible.

WA Police Reform Team have advised that more detailed information would be made available to CPSU/CSA delegation at our next meeting which is scheduled for March. Following this meeting, CPSU/CSA delegation team will provide additional information back to members.
