SDRM - You Deserve the Truth

CPSU/CSA Officials and Delegates have been in discussions with WA Police since the start of the SDRM Reform process. WA Police initially promoted that SDRM Reform would be a positive for Police Staff with more positions and greater opportunities. This was to be done through civilianisation of Police positions.

Unfortunately this does not seem to be the case. In Phase 1 115.4 positions will be abolished with only 62.7 position being created. At a meeting on the 21st January 2014 WA Police advised that only 5.7 FTE would be lost. These figures don’t seem to add up. The level of civilianisation promoted at the start of the process has not occurred.

Another significant problem during Phase 1 was that WA Police had a very poor to none existent change management procedure and communication strategy. After Delegates and Union Officials raised a number of examples, WA Police had to employ PricewaterhouseCoopers (PwC) to write procedures, they created a Managers and Officers in Charge Toolkit ( pdf download here (956 KB) ), this outlined how and what managers should be communicating.

Despite WA Police assurances this has not resulted in the communication problem being resolved. Members in Phase 1, 2 & 3 are still reporting that communication is not occurring. A number of areas do not know who their Subject Matter Expert (SME) is. These people are responsible for compiling the information that has led to jobs being lost.

Do you know who your SME is? Do you know what information was put forward about what you do?

If your position is abolished you will become a redeployee, but this will only occur once WA Police officially notify you in writing that your position is abolished.

We've been told the dates and what positions will be abolished in Phase 1. WA Police have said they will not officially notify people until 4 weeks prior to the end date. This could cause problems with people missing out on getting a new position. Also the Workforce Reform Bill has now been passed and this will allow forced redundancies to take place in the future.
