Delegates meet on YUA Government Offer

On Tuesday 13 June, CPSU/CSA delegates met to consider the offer from Government for Your Union Agreement and resolved that: 

This meeting of delegates recommends that a counter offer with the following amendments be proposed to the Department of Commerce: 
• Inclusion of “Cessation of contracting/ outsourcing” provisions 
• Inclusion of “No Forced Redundancies” provisions 


The offer was discussed in depth and a number of improvements to address workloads, strengthen members voices in change management and work practices, address inappropriate use of fixed term contracts and labour hire/agency arrangements, and introduce paid family and domestic violence leave were welcomed.  However, the McGowan Government’s rejection of the CSA’s claims for the “Cessation of contracting/ outsourcing” and “No forced redundancies” were viewed as significant omissions.

In the lead up to the state election, WA Labor made a commitment in its Public Sector Policy to stop the privatisation of public services. Therefore there should not be any barrier to including a clause reflecting this in Your Union Agreement. The broken election promise on wages means the Government can’t expect people working in the public sector to “just trust them” without codifying this commitment formally in Your Union Agreement. 

Labor has also initiated significant change processes in the public sector since being elected to Government, and members are seeking assurances that they will have real redeployment options and support if their position is abolished, rather than simply being forced out of the sector and left without a job. 

Our members want to continue to deliver valued services to Western Australians but they can’t do that with the “machete” of forced redundancies and privatisations hanging over their heads.

We will now seek further negotiation on these matters and the provision of an amended offer for consideration by members on Tuesday, 4 July 2017  Another delegates meeting will be held on this date to review any revised offer and discuss our next steps.
