Notice of 2025 Annual General Meeting on Wednesday, 24 September 2025

On Wednesday, 24 September 2025, the CPSU/CSA will hold our 2025 Annual General Meetings for:

  • Community and Public Sector Union SPSF Group, WA Branch, and
  • Civil Service Association of WA (Inc.)

Both meetings will be held simultaneously from 4:00 pm on the 6th floor of the CSA Building, 445 Hay Street, Perth and online via Microsoft Teams.

Casual Council Vacancies Open [Closed]

Expressions of Interest from 3 June - 24 June 2024

We are seeking Expressions of Interest to fill eight (8) casual vacancies on the CPSU SPSF WA Branch and CSA Council, arising from elected members of the Council vacating their offices before the expiry of their term. These vacancies are in the following electorates:

  • Communities (1)
  • Dental Health & Health Services (1)
  • Education (1)
  • Higher, Further & Technical Education (1)
  • Mines, Industry Regulation and Safety (1)
  • Water, Environment & Conservation (1)
  • Western Australian Police and Emergency Services (2)

Members in these Electorates will be notified on Tuesday, 3 June 2024.

Notice of 2023 Annual General Meeting on Wednesday, 27 September 2023

On Wednesday, 27 September 2023, the CPSU/CSA will hold our 2023 Annual General Meetings for:

  • Community and Public Sector Union SPSF Group, WA Branch, and
  • Civil Service Association of WA (Inc.)

Both meetings will be held simultaneously from 4:00 pm on the 6th floor of the CSA Building, 445 Hay Street, Perth and online via Microsoft Teams. 

New delegates for our 2023-2027 Delegate term will be declared at the Annual General Meeting.

Members are notified that the Returning Officer has approved the following dates, as per the Rules of the Civil Service Association of W.A. (Inc), for the 2023-2027 Delegate Elections.

Complete Rolls are provided to the Returning Officer

Rolls are made available to nominees in contested Workplace Electorates

Mandatory cooling-off period ends and any Workplace Electorates with more than 1 nomination for each position will go to an election

Elections are held in compliance with the rules

Term commences the day next following the Annual General Meeting in the year of the election

 


Notice of Proposed Rule Changes

On Tuesday, 26 September 2023 an application was lodged with the Fair Work Commission to change the Rules of the Community and Public Sector Union, Western Australian Branch.

Members are notified that the Branch/ General Secretary has tabled proposed changes to the Rules of the CPSU-SPSF Western Australian Branch and the Rules of the Civil Service Association of W.A. (Inc) with members of the CPSU SPSF Group WA Branch Council and CSA Council. These changes are detailed in the following documents:

(A) 20230301 – Rules of the CPSU-SPSF Western Australian Branch with draft amendments

(B) 20230301 – Rules of the Civil Service Association of WA (Inc) with draft amendments

Any CSA member may object to the proposed alterations by forwarding a written objection to the Registrar of the Western Australian Industrial Relations Commission to reach them no later than 21 days after the date of receipt of the notice.

CPSU/CSA Competition Terms & Conditions 

2025 Member Survey Gift Card Draw

The 2025 Membership Survey gift card prize draw is open from 8am GMT Perth Time, Thursday, 6 November 2025 until 5pm Friday, 5 December 2025. The closing date may be subject to extension, should this occur the CPSU/CSA will advise members via communication channels as needed. Members who complete the survey will be entered into one of two draws to win a $100 gift card. The first draw to win a $100 Shoprite gift card is open to all existing CPSU/CSA members who complete the survey by 5pm Friday, 5 December 2025. The winning member must be a financial member of the union who is not otherwise engaged in a resignation process and/or in arrears where a payment plan does not exist. Members who complete the survey will be entitled to one entry only for their respective draw. Members are only eligible to enter one of the two draws - either new or existing members. Multiple entries will not be granted to any member for the same or different draws for this competition.

The second draw to win a $100 gift card is open to 'new members' who join between 8am GMT Perth Time, Thursday, 6 November 2025 until 5pm Friday, 5 December 2025 who have completed the survey and provided sufficient information on the survey to be identified. New members must also complete the survey no later than 5pm Friday, 5 December 2025 to be eligible for the draw. A valid payment must be made against the new membership on the next scheduled payment run (Monthly payers: Monday, 15 December 2025; Fortnightly payers: Thursday, 18 December 2025).

Current CPSU/CSA staff are not eligible to enter the draw. Members are responsible for entering their correct member number and contact details into the survey draw details. If a draw winner cannot be contacted and/or does not come forward to claim their prize within 30 days, the CPSU/CSA may conduct a re-draw. Winners will be contacted by CPSU/CSA staff via their nominated best contact method. By accepting the prize, competition winners consent to their names being published on CPSU/CSA social media platforms and publications. The $100 gift cards will be provided by Shoprite and granted in the names of the prize draw winners. At the time of competition launch Shoprite vouchers are valid at more than 68 outlets.

Terms & Conditions supplied by the vendor are as follows: Redemption options may vary with each participating retailer. Notwithstanding a logo appearing on the card, the merchant may not be available. CPSU/CSA Membership Rules

  1. I agree to pay to the CPSU the total of any Membership subscriptions, levies or other fees as determined from time to time by the Union.
  2. I may resign from the CPSU by giving notice in writing:
    a) when I cease to be eligible to become a Member of the CPSU, or
    b) if I am still eligible to be a Member, when I give at least two weeks notice that I wish to resign.
  3. I understand that I must pay any fees owing to the CPSU up to the date my resignation takes effect, and that ceasing to pay my subscriptions without proper notice does not comply with the above obligations.
  4. If the subscription rates are varied, I authorise the CPSU to adjust my subscription accordingly.
  5. I will advise the Union of any change to my bank account, or annual salary which affects my subscription rate, and authorise the CPSU to adjust my subscription accordingly.
  6. I understand that the payment of my Membership subscriptions, levies or other fees to the CPSU will also maintain my CSA Membership and I will be advised in writing if this arrangement is changed. I may resign at any time from the CSA by notice in writing.
  7. I understand that should I change employment, such that I can no longer be represented by the CPSU/CSA, my membership and payment details will be transferred to the union with appropriate coverage rules, and that I will pay fees and be bound by the rules of that union. I also understand that I will be notified before this transfer occurs.

CPSU/CSA Refund Policy

Members need to advise us in writing at least 2 weeks ahead of changes to their circumstances, either by letter or via email; to [email protected].

If Members have notified us within this period, and the change has not been actioned, resulting in an overpayment of fees, we can refund the overpayment amount.

Refunds are credited electronically to the member's bank account. If we do not have any bank details on file, i.e. payments are made via a credit card or bank details need to be provided. Members who pay by Payroll deduction, will need to contact their employer's payroll department.

CPSU/CSA Debit Service Agreement

  1. The CPSU/CSA (Debit User) will initiate direct debit payments in the manner referred to in the Direct Debit Request.
  2. Direct debit payments will be made when due. The Debit User will not issue an individual confirmation of payments made.
  3. The Debit User will give Members at least 14 days written notice to vary details of this arrangement including the amount and frequency of payments.
  4. If Members wish to alter any details referred to in the Direct Debit Request, they should contact the Union by phone on 9323 3800, fax: 9323 3878 or mail to GPO Box X2252, Perth 6001. CPSU/CSA Council authority is required to defer any payments.
  5. Any queries concerning disputed direct debit payments must be directed to the CPSU/CSA in the first instance. Members should phone the Union office.
  6. Direct debiting is not available on the full range of accounts at all financial institutions. If in doubt, Members should contact their financial institution before completing the Direct Debit Request.
  7. Members should ensure account details are correct by checking them against a recent statement from their financial institution at which the account is held.
  8. By signing the CPSU/CSA Membership Form, the Member warrants and represents that he/she/they are duly authorised to request the debiting of payments from the account described in the Direct Debit Request.
  9. It is the Member’s responsibility to ensure that sufficient funds are available in the account to enable the direct debit to be made.
  10. If a direct debit falls due on a non-working day, the payment will be made on the nearest working day.
  11. If a direct debit payment is returned unpaid, the Member may be charged for each unpaid item by their financial institution.
  12. Members wishing to cancel their direct debit or stop individual direct debit payment must give the Union at least 14 days notice in writing.
  13. Except to the extent that disclosure is necessary in order to process debit payments, investigate and resolve disputed transactions or is otherwise required by law, the Debit User will keep details of the Member’s account and debit payments confidential.
